The five men, who were wearing handcuffs, were dropped off at the kidnapping site in the northeastern border town of Matamaros. The cartel also allegedly left a note of apology.

“We have decided to hand over those responsible, who acted on their own initiative,” read a handwritten message affixed to the windshield of a pickup truck. The group does not attack innocent people, and such mistakes should not happen again, they added.

Four Americans were attacked and kidnapped by gunmen on Friday for unknown reasons. Two of them were found alive on Tuesday, the other two were killed. The Americans had, according to relatives, crossed the border for cosmetic surgery.
